It has been confirmed today by The LEGO Batman Movie director Chris McKay that Billy Dee Williams will be voicing Two-Face in the movie. You may remember that Williams portrayed Harvey Dent in the 1989 Batman movie and now he will be reprising the voice role. You’ll notice in the Arkham Asylum (70912) that the Two-Face minifigure does resemble Williams.
Billy Dee Williams joins an already all-star cast in The LEGO Batman Movie with Will Arnett reprising his Batman role. Ralph Fiennes will be voicing Alfred Pennyworth, Michael Cera as Dick Grayson, Zach Galifianakis as the Joker, Jenny Slate as Harley Quinn, and Rosario Dawson as Catwoman.

Well that explains why the mini-figure had a darker complexion.
While I might have been very interested in seeing Batman do some Licensing crossovers (like in the Lego Movie and Dimensions), crossing over into the different Batman eras is a close second.
