Best Buy was having a promotion of having the minifigure as a bonus for purchasing The LEGO Movie Video Game. According to a user on Reddit, a user purchased them separately without buying the game as seen from the image below. If your Best Buy has them sitting on the shelf, you can buy them. Most Best Buys have them at checkout to scan when you purchase the game. When you do so, it rings up at $5.00 but drops to $0.00 when the total button is it.
So, IF you are lucky enough to have them on the shelf, you should have no problem purchasing it for $5.00.
Went to the local BestBuy today, gave them the SKU number and they were out of stock everywhere. Oh well.

But when I was at the counter, I happened to notice 2 poly bags sitting there. I asked the girl if they were for sale and she said something like, “yes. I think they Are $5.” So I bought one for myself and one for a friend.
