The Vintage Tram project by kevinszeto is the latest one to achieve 10,000 supporters on LEGO Ideas. It is a tribute to the ones in Porto. The project proposes 664 pieces with minifigures but without tracks. The tram has a removable top to access the passenger carriage that holds up to 8 sitting minifigures.
The Vintage Tram now joins Boat Repair Shop, Marvel’s Agents of S.H.I.E.L.D. “The Bus” Hulkbuster UCS, LEGO Store Modular Version, Red Dwarf, and Landrover 4×4 as the projects that qualify the Third 2016 Review Stage.

This looks very thought out. It might have a chance.
This open-sided one is already available at Constructibles. http://shop.constructibles.net/winter-village-tram-lego-parts-instructions-kit/
I have one in my Winter Village and I love it.
The prices on that site are beyond ridiculous
Priced around what a WV set would cost, but with only as many parts as a $40 set might come with. Part of the cost, of course, is tied up in sourcing the parts. Just because LEGO can make a 400pc set and sell it for $40 doesn’t mean you can design a 400pc MOC and buy all the parts that cheap. However, part of it’s also profit for the designer, and this community has a mix of people who expect to be able to turn a profit off of their design and people who will post instructions online for free. To the latter group, anything in the former is likely to feel like buying Jack Stone.
That said, the simplest solution is just to use either of these as a reference and design your own from scratch, ideally limiting yourself to parts in your available collection as much as possible.
Yup! Design your own or buy something you’re happier about but I love Miro’s trolley and I was fine with the price.
